That would be soc.penpals.  I believe the lists for US and non-US email pals
appear on a monthly basis.  You can also find these at the following anonymous
FTP sites:

rtfm.mit edu [18.172.1.27]  /pub/usenet/soc.penpals/
tamu.edu [128.194.15.32]  /newsgroups/soc.penpals/

The archive name is address-book/non-US-list/part1 and
address-book/US-list/part 1, I believe.  Any problems, contact
penpals@tamsun.tamu.edu with the header of Subject: PROBLEM; the keeper of the
list is Carlos Macedo Gomes (gomes@tamu.edu).
